There is no question Xcel Energy's efficiency savings program has been a success since 2009, saving customers nearly 1.6 billion kilowatt-hours a year.
Required by law, the program mandates the utility help reduce the price of energy-efficient light bulbs and offer discounts on home energy audits.
Yet, Xcel's energy efficiency goals have been raised every year and are supposed to continue to climb through 2020.
The utility is asking the Public Utilities Commission (PUC) to set lower goals for the next five years even as energy efficiency advocates are calling for more ambitious goals.
